As 9 feet of fabric are needed for one skirt, and Arlen has double that amount of fabric, she can make two skirts

We can solve this by setting up a proportion:

9 feet/1 skirt= 18 feet/ x skirts
(9)x=(1)(18)
9x=18
x=2
