The Congress has the power to declare war. The president can because he is in the Commander in Chief.

Declaring war is a big decision to make. It's also extremely hard and is embedded with consequences. It's really important that one person doesn't "rule", or, have all of the ruling rights. One person's decision could be fatal when it is to affect thousands - even millions - of other people.
