Here's the expression you can use to solve this:

let x = number of hooks Connor can make

5/6x ≤ 10 

(6/5) 5/6x 
≤ 10 (6/5)   Now, multiply by the fraction's reciprocal to isolate x.

x 
≤ 12      This means that Connor can make 12 hooks with 10 inches of wire.
