The base formula for this equation can be represented as; 

y=a√(x-h)+k <-- now substitute in the values 
y=3√(x+1)+7 

Just for your information;
a: vertical stretch/compression of the graph of √x, along with direction 
h: translates the function to the left/right
k: translates the function upwards/downwards.
