What can the reader infer about Maggie’s character from the way the narrator describes her?

Well if the narrator describes Maggie as cruel, then the reader can infer the she's really mean. But if the reader does not say any adjective about her. If he/she keeps talking about the horrible things she has done. Then the reader can infer that she isn't all nice. See what I mean?
