First of all the term bread and circuses refers to how the rich treated the poor. The rich would give the poor free grain that they got from the tax money that they collected from the poor, which was called the bread. Second, they created entertainment for the public so that the people didn’t think about the corruption in the classes or in Rome itself. These were called circuses. This created issues with citizens and gave Rome the weakness of social decay.
