You need to get it in slope intercept form of y = mx+b.

Step one would be to distribute 2/3(6x+9) so we end up with 4x+6.

Now our equation looks like this y-2=4x + 6. 

Now we need to get rid of the -2 by adding 2 to both sides.
y-2+2= 4x+6+2. Now combine like terms and we end up with

y= 4x+8.
