First, solve for y:
7x-3y=-5

Subtract 7x from both sides
7x-7x-3y=-5-7x
-3y=-5-7x

Divide by -3
y=[tex] \frac{-5-7x}{-3} [/tex]

See attached graph

1[tex] \frac{2}{3} [/tex] is the y interecept

Hope that helps.
