Why is the solar cycle said to have a period of 22 years, even though the sunspot cycle is only 11 years long?

Sunspots occur at two times in the solar cycle corresponding to the "NS" orientation of magnetic poles for a 1/2 cycle and an "SN" orientation for the other half.
