Hello: 
 an equation   for the line is : y =mx +b    (m: is a slope )

parallel to the liney=2x+2        ( same slope    m  =2)
the equation is : y =2x+b

through the point (-1,3) : 3 =2(-1)+b....... b=5
the equation is : y = 2x +5
