The degrees stay the same.

Multiply the decimal by 60
0.39 x 60 = 23.4

Now take the decimal bit and mulitply by 60 to get the seconds.
0.4 x 60 = 24.

So the answer is: 40 degrees, 23 minutes, 24 seconds.
