The answer is: satire.

Swift´s essay makes a satirical argument about the poor Irish people of his time, stating that, in order to ease their economic troubles, they should sell their offspring to rich people as food. Swift´s point was to mock the rampant economic rationalism that was blooming in his days as well as mocking rich people´s attitude towards poverty, especially, back then, the Irish population´s poverty.
