Should our definition of rights be expanded to include new privileges?

Rights and privileges are two very different things. Rights CANNOT be taken away legally, whilst privileges can be taken away legally. Due to this being more of an opinion, there shouldn’t be a right or wrong answer, but I personally don’t believe it should be based on what I know.
