To divide by a fraction, you multiply by the reciprocal:

[tex]-\dfrac{4}{11} {\bf {}\div \dfrac{2}{7}} = -\dfrac{4}{11} {\bf {}\cdot \dfrac{7}{2}}[/tex]

Now you just multiply straight across the top and straight across bottom and then reduce your fraction if you need to.
