When deciding on a topic what should a student consider

For what? I'm assuming you mean a study topic. 

A student should always consider his/her passion for the topic, and how much they already know. If they're passionate and they know a little already, it's a good topic.

It depends on what you are writing.

However, you SHOULD make sure your topic isn't too narrow, or too broad.
