number of moles:

1 mole HCl -------- 36.46 g
? moles HCl ------- 2.6 g

2.6 x 1 / 36.46 => 0.0713 moles

therefore:

M = n / V

M = 0.0713 / 4.7

M = 0.0151 mol/L
