Answer: The most common ruler is divided into 16ths, or 16 equally spaced lines per inch. Fractional measurements are always reduced to the lowest terms. A measurement of 12/16 would be read as ¾; 4/16 as ¼; etc. There are other DIVISIONS (marking of equal distance) on a ruler.

So 4/16 can be simplified into 1/4 ad they are both divisible by 4. 4 divided by 4 is 1 and 16 divided by 4 is 4. Leaving you with 1/4. I don't know if that's what u asked but that's my answer.
