What best describes why building alliances is a key strategy for lobbyists?

Lobbyist main job is basically to influence decisions made by officials in a government ( usually a legislation) for the benefit of their party.

These decisions are made by voting. That's why the more ally a lobbyist has, the more voting power he will get in his pocket, which mean the more chances of success he will has to influence the decisions
