I believe the answer is: Scapegoat
A fascist state will have the intention to make a certain group of people perceived as 'superior' compared to the others. And this superior group couldn't be seen as normal humans who have faults/defects.
Because of this, they need to identify a scapegoat that can be blamed for the things that go wrong within the country in order to protect the superior group. This is what Adolf Hitler did to the jewish population.
