Point slope formula is:
(y₂-y₁)=m(x₂-x₁)
(k - (-2) =[tex] \frac{3}{5} [/tex](1 - 3)
k + 2 = [tex] \frac{3}{5} [/tex] (-2)
k + 2 = [tex]- \frac{6}{5} [/tex]
k = -16/5 = -3 1/5

check:
[tex] \frac{-3.2 + 2}{1 - 3} = \frac{3}{5} [/tex]
