1 Ampere is defined as 1 Coulomb worth of charge to pass through the conductor per 1 second:

[tex]I = \frac{Q}{\Delta t}\implies \Delta t = \frac{Q}{I}=10C/0.1A=100 s[/tex]

Given a current of 0.1A, 10 C will pass in 100s.
